Abstract

The article considers the urban development prerequisites for changes in the social-planning structure of the service system within the recent years. The analysis of the interaction mechanism between central and peripheral areas of the city is carried
out. There is the formation of a new urban environment quality, in which these parts of the city become "focuses", that is, places where high consumer standards are formed and demonstrated. Changes in the consumer sphere caused by the formation of various consumer flows are considered. It has been established that the change in the consumer spatial behavior has led to changes in the structure of public services in general. The number of service centers and individual buildings of any profile should be determined by a thorough analysis of the urban planning situation, consumer demand and competitive environment. In this regard, public services need to be organized in a flexible and integrated manner. It is possible at formation
of the city multifunctional territorial-spatial model in which polycentricity will be the main methodological principle.
