Abstract

The main stages of the formation of the digital society, the world community's vision of the concept of "smart city" are considered. In the context of understanding the city as a complex hierarchically organized open system prone to self-organization, the Smart City is defined as one of its subsystems, universal, with communication properties, capable of penetrating, integrating into the existing urban environment, and transforming it, which causes the formation of three main types of urban settlements. The risks of introducing IT technologies into the main subsystems of the city are indicating.
