ВИЗНАЧЕННЯ ЗБИТКІВ, ЗАВДАНИХ ОБ’ЄКТАМ ВОДОГОСПОДАРСЬКОЇ ІНФРАСТРУКТУРИ ВНАСЛІДОК ЗБРОЙНОЇ АГРЕСІЇ РОСІЙСЬКОЇ ФЕДЕРАЦІЇ ПРОТИ УКРАЇНИ

Abstract

В статті наведено результати визначення розміру відшкодування збитків об’єктам водогосподарської інфраструктури підприємств, установ і організацій, що належать до сфери управління Державного агентства водних ресурсів України. Розглянуто склад об’єктів водогосподарської інфраструктури, які зазнали пошкодження або знищення внаслідок збройної агресії російської федерації. Визначено методику проведення розрахунку збитків від руйнування та пошкодження основних фондів виробничого та невиробничого призначення, та розрахунку витрат на відновлення функціонування інфраструктури. Проведено попередню оцінку пошкоджень, збитків та потреб з урахуванням пріоритетності областей Україні відповідно до чотирьох категорій зон конфлікту та типів водогосподарських об’єктів, а також визначено потребу на відновлення пошкоджених і зруйнованих водогосподарських систем на короткостроковий, середньостроковий та довгостроковий періоди. Отримані результати були використані Світовим Банком для визначення рівня фінансування
заходів з відновлення секторів економіки, що постраждали внаслідок збройної агресії російської федерації проти України.

The article presents the results of determining the amount of compensation for damages to water infrastructure facilities of enterprises, institutions and organizations belonging to the sphere of management of the State Agency of Water Resources of Ukraine. The components of water management infrastructure that were damaged or destroyed as a result of the armed aggression of the Russian Federation was considered. The methodology for calculating losses from the destruction and damage
of fixed assets of production and non-production purpose, and calculation of costs for restoring the functioning of the infrastructure was determined. A preliminary assessment of damages, losses and needs was carried out, taking into account the priority of regions of Ukraine according to four categories of conflict zones and types of water management facilities, and the need for the restoration of damaged and destroyed water management systems for the short-term, medium-term and long-term periods was determined. The obtained results were used by the World Bank to determine the level of funding for measures to restore economic sectors affected by the armed aggression of the Russian Federation against Ukraine.
