The issues of sustainable development of the regions and the country as a whole are solved by reducing the consumption of material resources and energy, the introduction of high technologies, environmental management, and social regulation. Inadequate design decisions, outdated standards, defects in construction and operation lead to excessive heat loss in buildings. Despite the new requirements for enhancing thermal insulation, almost all individual developers completely ignore them. When developing projects, it is necessary not only to be guided by the achievement of the criteria for heat protection and heat conservation required in building codes, but also to actively apply rational architectural and construction solutions, resource-saving technologies for building and construction and installation
works, progressive building materials and structures. In the production of building materials and structures, innovative energy-efficient technologies should be used, as well as industrial waste should be included in the production of building materials; in the conduct of construction and installation works, the use of modern machines and mechanisms,
advanced technologies and technical equipment, the introduction of scientific labor organization, optimal logistics flows, network planning, as well as safe and harmless working conditions. To solve the problems of energy saving, it is necessary to choose architectural and planning solutions that allow work in conditions of negative temperatures
with a minimum consumption of energy resources; use products and structures that require a minimum energy consumption during their manufacture and installation; apply building materials that do not require additional energy consumption during construction work, including at low temperatures; to design heating systems for buildings and
structures, taking into account the possibility of their rational use when performing construction and installation works in the winter; choose organizational and technological solutions for the construction of buildings and structures that meet the requirements of reducing energy costs.
