Abstract

A systematic cartographic basis is an essential element of spatial planning documentation, as it forms the basis for spatial analysis, spatial planning, infrastructure development and justification of spatial decisions. The paper provides an in-depth analysis of the legal and technical framework to produce spatial planning documentation in Poland, particularly in terms of geodetic and cartographic support. The research examines the historical development of the Polish spatial planning system, the key stages of its transformation in relation to accession to the European Union, the implementation of the INSPIRE Directive and the digitisation of spatial planning procedures.

It pays particular attention to methods of collecting and updating spatial information, including the use of geodetic measurements, digital topography, remote sensing data and open electronic resources. It notes that Poland has made significant progress in the implementation of GIS in spatial planning and that geospatial platforms facilitate the integration of data between the different levels of government.

A comparative analysis was conducted with the situation in Ukraine, where the legal framework for spatial planning has been developed, but mapping is still fragmented, digital data is limited, and spatial information systems are not sufficiently integrated at the regional level. The paper points out the advantages of the Polish model, which can be adapted to Ukraine given the current technical and institutional situation. In particular, the Polish experience in ensuring the accuracy of geodetic data, regulating the volume of documentation, open data standards and introducing automated information access services is highlighted.

The importance of transferring the best European practices to the Ukrainian context in order to increase the efficiency of spatial planning, improve land management procedures and ensure transparency of land management is emphasised. The paper describes the opportunities for harmonisation of approaches and digital transformation of urban planning documentation in both countries.
